Climate Action Plan and Environmental Protection Plan

In 2010, the Metropolitan Municipality of Gaziantep (MMP), supported by the French Development Agency (AFD) and the French Agency of Environment and Energy Management (ADEME) implemented a pilot-project consisting in preparing a Territorial Climate Plan (TCP) based on the methodology of the ADEME.
By developping a Climate Action Plan, Gaziantep has proved to be a pionneer in the field of sustainable urban policy in Turkey.
A climate action plan aims at analysing and assessing the current situation of a municipality, being aware of the threats and opportunities that may arise in the near future and proactively taking action in favour of climate change mitigation and adaptation.
Gaziantep’s Climate Action Plan covers 6 strategic sectors :

  • transport,
  • waste management,
  • water management,
  • services,
  • industry,
  • housing.

Actions on transport
The existing railway lines are now used by citizens who work in the industrial zone to commute to their work place. At the station you can also shift to the tramway, the line of which was build with upgraded recycled materials, for a very low total cost of €4M/km.
50 CNG-buses were purchased with ERBD loans and a bicycle road is planned to be build in the city center.
Actions on housing
Over the past 8 years, Gaziantep renovated more than 1,500 buildings.
The municipality plans to provide grants for energy retrofitting in the housing sector, to create an energy info point and to replace coal by gas in the housing and municipal services sectors.
With this Climate Action Plan, the Metropolitan Municipality of Gaziantep aims at :

  • raising awareness and informing the public about energy efficiency and renewable resources,
  • providing technical assistance,
  • reacting to the implementation of the new regulation for insulation of buildings in Turkey.

Gaziantep has been a member of Energy Cities since 2010.

  • Green City Project

In 2014, Gaziantep Metropolitan Municipality introduced a new eco-city project. It has been planning to create a new city, 11 kilometers far from the district, in an area of 3,200 hectares. The idea is to build a city that can accommodate 200,000 people and where all the buildings, public and private, would be heated by burning up pistachio shells, unused until now. The purpose is thus to take into account the natural resources of the region.
İt’s a French company, BURGEAP, who has been leading the feasibility studies, and that should achieve the project if results are satisfactory.
Beforehand, a pilot project should be set up, on 55 hectares.
